The rules, as they stand, are mainly suited for battles set after the yahren 6400, when technology was developing, ships were expanding, and weapons were getting more deadly. But like everything, the modern era has to grow out of the old. And these rules are designed to fill that gap. The Early Years period of BSG lies between the yahrens 6000-6400.
This article refers to Module Y1 The Early Years, but as you will see, because BSG does not use many of the the systems from SFB it is quite short. If something is not listed here, then assume that it has not changed.

Civilian ships before 6293 were rarely armed at all, even less than today.
No shuttles are armed at all (exception: MSS-Y shuttles).
